Togo Validates Environmental Audit of Agbodrafo–Sanvee Condji Coastline

On May 15, 2025, Togo’s Ministry of Environment and Forest Resources validated the environmental and social audit report for coastal protection works along the Agbodrafo–Sanvee Condji segment. The validation followed a site visit by an ad hoc committee, which reviewed infrastructure progress and assessed compliance with the project’s environmental and social commitments.

Implemented under the WACA ResIP, the coastal protection sub-project was executed in accordance with World Bank safeguards, including the Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP). The works included groynes, breakwaters, and a sand dike to counter coastal erosion.

The audit revealed that environmental and social aspects were generally well managed. Key safeguard instruments, including the Environmental and Social Management Framework (ESMF) and the Resettlement Policy Framework (RPF), were approved and disseminated prior to construction. Specialists in environmental, social development, and gender issues played a crucial role in ensuring that safeguards were integrated into both planning and implementation.

 However, the audit identified multiple instances of non-compliance and suggested corrective measures for the short, medium, and long term. Carrying out these recommendations will require 2,665,000 CFA francs, which will cover oversight and monitoring by the National Environmental Agency (ANGE). 

This validation marks a critical step in WACA ResIP’s ongoing commitment to transparency, accountability, and sustainability in the region.
