Le Bénin est un pays d'Afrique occidentale à revenu moyen inférieur, bordé par le Nigeria, le Togo, le Niger et le Burkina Faso. Son économie est fortement tributaire du commerce informel de réexportation et de transit avec le Nigeria, ainsi que de l'exportation de coton. Le pays comprend 12 départements régionaux et fonctionne selon un système de république présidentielle unitaire avec un parlement.

Le Togo est un pays d'Afrique de l'Ouest à faible revenu, bordé par le Ghana, le Burkina Faso et le Bénin. Bien que le taux de pauvreté du Togo ait baissé de 61,7 % en 2006 à 53,5 % en 2017, la pauvreté et les inégalités restent extrêmement élevées, notamment dans les zones rurales où 69 % des ménages vivaient sous le seuil de pauvreté en 2015. Le pays est divisé en cinq régions administratives et gère un système de république présidentielle unitaire avec un parlement.
